Steps to PAS-3 Certification
If your goal is to understand the Program Administration Scale, 3rd edition (PAS-3) at a deeper level or to administer the tools reliably in your state or region? If so, assessor certification is for you.

Why seek certification? Certified PAS-3 assessors…
- Develop a deeper understanding the PAS-3 and have demonstrated reliability in delivering the tool;
- Have access to an online version of the PAS-3 that generates a computerized report from the assessment data; and
- May be eligible to seek positions or consultant roles that require PAS certification.

How to Become a Certified Bas Assessor
1. Attend PAS-3 Reliability Training and achieve 85% or higher reliability on an assessment of learning outcomes. PAS-3 Reliability Training Agenda.
2. Complete the online Certified PAS-3 Assessor Application and pay the $300 application fee.
3. Conduct One Assessments: Within three months of your participation in the PAS-3 Reliability Training, conduct a PAS-3 assessment of one. Be sure to follow these certification requirements when selecting the center.
- At the conclusion of each visit, provide the director with a Assessment Feedback Form—Administrator along with a stamped envelope addressed to the McCormick Center (provided in your reliability training binder).
4. Prepared Material for submission.
- Review each PAS-3 item carefully to assure:
- All indicators are rated
- All items are scored
- All indicators under the 1 column that are rated a Y have rationale provided in the rationale box and all indicators under the 3, 5, & 7 columns that are rated a No have rationale provided in the rationale box (failure to provide rationale can result in deferral or delayed certification)
- Make a photo copy of the completed PAS-3 books with all of your ratings and rationale included.
- You must keep the copy for your own records.
- Mail your original PAS-3 books of the completed assessment (including Items 23, 24, and 25 for all applicable staff), and other required items outlined here to:

Once all required materials are received, the assessment will be reviewed and a feedback will be generated. Review may take 8-10 weeks. Upon satisfactory review of the completed PAS-3 assessment, PAS-3 Certification will be awarded. In addition to your certification, you will receive a computer-generated PAS-3 Report for the center. Assessors who are deferred will have an opportunity to conduct another assessment for review within two months.

Renewing Your Certification
Certification is valid for two years and may be renewed through
recertification. 🡪
